Pennsylvania nonresident insurance producer license
Last updated
A nonresident license lets a producer whose home is in another state sell in Pennsylvania. Resident and nonresident licensing is also on the Pennsylvania exam: the Insurance Regulation section lists resident and nonresident licensing (40 P.S. 310.3 to 310.5, 310.10). [1] Here is what the law and the Insurance Department say.
Who can get one
Under the Insurance Department Act, an applicant whose principal place of residence or business is outside Pennsylvania may apply for a nonresident insurance producer license. [2] Section 610-A sets the reciprocal rules for an individual: [3]
- You must be currently licensed as a resident insurance producer in another state or territory.
- You apply for the equivalent lines of authority you hold in your home state.
- You send a completed application, or an updated copy of your home state application, with proof of your current home state license and the fee.
- If you want a line your home state license does not include, you must first meet Pennsylvania's own requirements for that line.
- The Department may deny the application if your home state does not give nonresident licenses to Pennsylvania residents on the same basis.
What it costs
| Item | Nonresident | Resident, for comparison |
|---|---|---|
| Initial license | $110 | $55 |
| Timely renewal | $110 | $55 |
| Lapsed license renewal | $165 | $165 |
| Additional line of authority | $25 | $25 |
Amounts from the Department's licensing page. [4] The statute sets the same initial and renewal amounts and calls them nonrefundable. [2] [5]
How long it lasts
The Department lists the initial term as 2 years, based on the licensee's birth month, and each timely renewal as 2 years. [4] The Department links Sircon and NIPR for applying and renewing online. [4]
Continuing education
A nonresident who has met the continuing education rules of their home state is exempt from Pennsylvania's, if the home state treats Pennsylvania residents the same way. If the home state has CE rules and the producer does not meet them, Pennsylvania's CE rules apply. [5]
Moving into or out of Pennsylvania
- Moving to Pennsylvania: get a letter of clearance from your current resident state (or have your good standing verifiable on the national producer database), then apply online for a resident license within 90 days of clearing to have the exam waived. You also submit fingerprints at an IdentoGO center in Pennsylvania. [6]
- Moving away: contact your new home state first to confirm its rules. If you need to end your Pennsylvania resident license, request a letter of clearance. [6]
- Address changes: a nonresident changes the license address online, or by paper form. [6]
